A conference of the Commission in the presence of the head of UN delegation on occasion of ending the general poll process
The Commissioners Board of the Independent High Electoral Commission confirmed in a press conference held by the Commission in late on Sunday night, March/7/2010, at the Rashid Hotel,
And Mr. Qasim Aboudi, Commissioners Board member and official spokesman of the Commission, started it by welcoming the attendants.
A statement of the Commission read by Mr. Haideri, congratulated the Iraqi people on accession of electoral process success, refused doubting the integrity of the elections and efforts made by employees of the electoral centers and expressed its sorrow about an attack on the Commission by an important political figure, directing premature stab on the election results and calling for committing to the legal ways for objecting on the results.

Haidari, head of the Commissioners Board, asked the political entities all in his statement to wait the announcement of the results which is outcome of the elections. He reported that the Commission will announce the results in the end of this week and refused any results announced by the media now to be their announcement.

The head of the UN delegation in Iraq (Unami Id Melkert congratulated the Iraqi people on occasion of the election success and their active participation in it, despite the terror operations which he described it as "cowardly".

Melkert called the political entities which object, to submit their objections because law guarantees to do so, mentioning that the preliminary results will be announced I the end of this week.

Judge Aboudi said: "the Commission deals with the complaints received on the violations in the day of the special voting".

He emphasized on punishing the people who caused those violations, he mentioned that some people talked about closing the poll centers of the special election after 5:00 pm or 6:00 pm, explaining that this procedure is right and isn’t counted as violation, because the regulations states on the centers that people rally in front of it to extend the time of voting till the people rally the people there vote all. He added: "some people mentioned that some military people entered the center to vote with their guns and this is against the regulations. He confirmed that the Electoral Commission takes necessary procedure in time of receiving complaints about that problem".

Hamdia Husaini, head of electoral administration, said that the the procedures of the Commission were right and it succeeded in carrying out the widest democratic process seen in the region with the security committee. Mentioning that the explosions in Baghdad and Mosul in the early morning of that day led to close four electoral centers in Mosul to re-open later for receiving the voters.

She said: "nearly 600 000 people, out of those who had right to participate in the special voting, voted in their especial administrations and the rate of the Iraqi participants in the special voting of the parliamentary elections inside the country was around 60%.

She added: the highest rate registered for the voters to vote in the special voting was in Erbil province, capital of Iraqi Kurdistan region, it reached 87%, and the lowest rate registered in Karkh District of Baghdad which reached 42%.

She mentioned that the number of registered complaints submitted by the entities to the Commission amounted 162 complaints, indicating that most of them registered in Sulaimaniya province at north of Iraq and amounted 121 complaints.

In his side, Mr. Iyad Kanany, Commissioners Board member, affirmed that the Commission didn’t manage to restict the number of the participants in the poll abroad because of the varying of the times of opening the stations in the sixteen countries, which the outside elections held in, indicating that Australia was the first country opened the doors of the centers for the Iraqi voters and the last countries were Canada and USA successively.

Kanani mentioned that 191 international observers attended the elections abroad, 60 of them were from Arabic Countries League, as well as 428 of local observers and 5227 observers from the political entities, mentioning that the observers were moving in the poll centers to observe the electoral process.

Kanani added: that in the first day of the three limited days
a number of obstacles faced the poll process of the Iraqis resided abroad, mentioning that "most of the prominent obstacles were some voters didn’t show their documents for proving, prompting the Commission to prevent the voters from voting, for keeping with the international standards.
